  Went to change our out of state licenses back to Virginia and get our oldest a learners permit on a Wednesday at around 1030 am. Our wait was well over four hours from start to finish; the DMV uses a purported random number generator that calls you up based on the transaction type and experience level of the representative (as stated on the ticket received at check-in), we were relegated to sitting on the floor to complete our forms as the waiting area was packed and security politely told us we couldn't use the counter area. We watched about 90% of the room got serviced and then fill back again whilst we were not called on. When I inquired at the front counter I was told that they have no control over the system and it was now lunch time for the counter representatives. Our child's permit application and testing took over two hours from the time we arrived until she was called up to take the computerized rest, after which it was another 30 minutes until she was called back up for us to pay and get a paper permit which serves as proof until they mail the actual permit. When we were finally called up to switch our out of state licenses the process was a snap as we had all of our documents in order and were processed quickly, however this doesn't temper what seems like an unreasonable amount of time spent waiting for a transaction that ultimately took less than twenty minutes once we were called up. Mind you the 20 minutes was for two different drivers. Overall the facility was near and clean, staff was polite and the services provided were what was needed. Unlike a business that has to remain efficient to draw and retain customers, this is a government service that is required. The wait time for what was a very brief transaction was unacceptable; an examination of workflow and staff management would likely identity inefficiencies, and routes to resolving what is an apparent issue amongst many customers who provided reviews.

  2 just because the guy behind the counter was courteous. First come first served is not used here. Each visitor gets a letter number combo A B C F R T etc and then they call up the "quick reason for visit" letters before the "longer reason for visit" letters. This must pad their "average wait time numbers". Multiple times I have been here with a wait of 2 hours + and watched people who arrived an hour after I did have their numbers called before me, WTH. The person at the information desk where you get your ticket never catches all the documents that you need so you wait for 2 hours then are told "You need this official document before we can do this." Happened more than once to me. If this place was not government mandated no one would go here. FIX THIS PLACE! I will avoid buying a new car just so I do not have to go here.

  By far the most courteous and helpful DMV in four states and 30 years of dealing with DMV's as a customer. In six transactions to date my waits have been shorter than any other DMV (read shorter not short, which is still an improvement) and the staff always ready to assist with a positive attitude.
